Windows: Use soap and water mix (stays "wet" longer than windex and use a squeegee at the proper size for your panes. Then, use windex to clean any molding or trim.

For mini-blinds: if they are plastic or sealed wood, I take them down put mine in the bathtub and swish them around and then let them dry outside. I dust them regularly and this helps, except in the bathroom, where the steam makes dust stick somewhat. I have wooden mini-blinds and they do okay in the tub, but I only wash them on really warm sunny days when I can lay them on the deck to dry thoroughly.

Having said that, he will need the proper equipment, plus he will have to be insured – in case his ladders crash through someone’s living room window, or he breaks their property. Then all he has to do is get some cards printed up with his name and number, or he can put a card in the local newsagent’s window, or take out a small ad in the local paper.
